Ministry of Ecology and Environment of the People's Republic of China (MEE) printed a document on strengthening pollution control in heavy metal related industries recently
. According to the document, the proportion of major heavy metal pollutant discharge in major industries of China will decrease by 10% by 2020 compared with the figure in 2013; a batch of salient issues on heavy metal pollution threatening public health and quality safety of agricultural products should be solved and events related to excessive lead content in blood and excessive cadmium content in grain should be further contained; system on controlling total discharge volume of heavy metal pollutants in enterprises and institutions should be established . Enterprises within major heavy metal related industries should be organized for complete inspection and name lists of enterprises within all major heavy metal industries should be formulated; environmental access should be stricter and the newly-constructed or renovated or expanded projects must mark clearly total discharge volume and discharge origin with principles of "reduction replacement or equal substitution" followed; the lead smelting technology of "sintering-blast cupola furnace" and other backward production technologies which can't meet national industry policies in lead-zinc smelting industry must be eliminated . Production projects of manufacturing leather, smelting arsenic, electroplating and others which cause serious water-pollution and can't meet national industry policies should be banned according to laws.
