On April 17, the Ministry of Natural Resources (MNR) announced that since May 1 this year, mining rights transfer and registration of mineral resources other than 14 important strategic minerals, such as oil, hydrocarbon natural gas, shale gas, natural gas hydrate, radioactive mineral, tungsten, rare earth, tin, antimony, molybdenum, cobalt, lithium, potassium salt and crystalline graphite, have been delegated to local governments.
This means that the follow-up registration of 11 kinds of minerals, such as coal, coalbed methane, iron, chrome, copper, aluminum, gold, nickel, zirconium, phosphorus and fluorite, shall be handled by the provincial natural resources authorities. For other mineral exploration rights, mining rights, approved trial mining and approved delimited mining areas, the subsequent registration items shall be handled by the provincial or lower natural resources authorities in the administrative region.
