On June 20, 2012, the information office of China’s state council released white paper on "China's rare earth situation and policy"
. The file pointed out that, “China supplied more than 90% of consumption all over the world with only 23% of the rare earth resources” . The rapid development of China's rare earth industry not only met the needs of the domestic economic and social development, and made important contribution to global supply . For a long time, China to joined and abide by the rules the World Trade Organization (WTO) commitments seriously, promoting fair trade of rare earths . While the WTO commitment believed that rare-earth export quotas applied by the Chinese Government were in violation of WTO rules and commitments . Thus China government adjusted the rare earth resource policies to remove the bad effects caused by cancelling export quotas and export tariff.
